National & Global Fraud Intelligence – 11th EAST Global Congress

The 11th EAST Global Congress took place on Wednesday 8th October 2025 as a hybrid meeting, with some delegates participating online.  14 people were in the room and 11 people attended virtually.

The meeting was hosted by Worldline in Milan and chaired by Veronica Borgogna from Worldline Merchant Services Italia S.p.a.

Veronica presented an EAST Award to Rui Carvalho, Chair of EAST EPTF, in recognition of his significant contribution to EAST and the industry.  Rui represented Portugal at EAST from the second EAST meeting in 2004, before leaving Sibs and joining the EAST Executive Team in 2012.  He  has been a Director of EAST since 2008.

The key focus of the 11th Global Congress was on the sharing of payment and terminal fraud intelligence (global, regional, national).

Law enforcement overviews were provided by Europol, covering both threats and tactics used by criminal networks (AP Terminal) and Property Crime, with a specific focus on ATM crime (AP Furtum), and GCCPOL also gave a short update.  Private sector fraud intelligence updates were received from 19 countries, either directly or via regional/global updates by BNP Paribas and Worldline.  Each update covered Fraud Types, Fraud Origin, Due Diligence and Physical Attacks (ATM, ATS and CIT).

Discussion focussed on data relay attacks, social engineering, payment fraud, and physical attacks against ATMs and other terminals.

Updates from the three EAST Expert Groups were given:

EAST Fraud Update 3-2025 will be produced early next month, based on the country updates provided at the EAST Global Congress.  EAST Fraud, Payment, and Physical Attack Alerts are available on the EAST Intranet to EAST Members.

The 12th EAST Global Congress, scheduled for 11th February 2026, will also be held as a Hybrid Meeting.
